I believe it's just that my DAC does not support 22Khz

If your DAC is connected by optical then the PC has no idea it's there, it just outputs whatever format regardless and wouldn't show an unsupported error in windows, it'll be the onboard sound or possibally the WASAPI plugin itself that can't handle either 22Khz or mono (or both).
