Hey
i am going to build myself a server soon and got some help picking out the hardware but if i could get some input on that or a comment on it, it would been great

Main uses of intended build: FTP fire sharing, Web hosting in-house, HD media streaming(music and video), storage, backup for 4Pc`s, blue ray 1080p encoding and uTorrent and be able to handle up to 8 harddrives

budget are $2.850 with harddrives, the rack and a decent RAID controller is expensive but worth it i feel
parts i have on the shopping list so far is

.-DIMM DDR3 HYPERX 2GB 1333MHZ DDR3 NON-ECC CL9(1X2GB)x2
.-Chieftec 19" 4U UNC-410F-B-500, 500W
.-COOLER MASTER HYPER 212 PLUS
.-AMD PHENOM II X2 555 BE 3.2GHZ 6MB SOCKET AM3
.-SAMSUNG ECOGREEN F4 2TB 5400RPM SATA/300 32MB x8
.-GIGABYTE GA-890GPA-UD3H DDR3 AM3 ATX
.-XFX RADEON HD5570 1GB GDDR5 PCI-E DVI/HDMI/DP
.-Areca ARC-1220 Serial ATA 8 port RAID Controller

some have said that the Graphic card wont be needed so i have that on hold for the time being,
I have been looking at different OS`s and i am thinking of going for Ubuntu instead of WHS or FreeNas

I would recommend not using green drives because they take to long to spin up. Also I would recommend using a PERC 6/i raid card since it can also run 8 drives and is way cheaper.

Those Samsung 2TB drives will work fine, are quite fast, and I can also recommend the PERC6/i as a VERY good RAID card. My RAID 5 with only 3 disks gets 225ish MB/s read and write speeds.

How much storage do you need initially? With a 6/i you can start with 3-4 drives in RAID5, add more 2TB's as needed (they will only get cheaper), and (supposedly) seamlessly convert the array to RAID6 (2 parity disks).

For the server purposes you listed, there's no need to purchase a discrete GPU card--a motherboard with onboard video will handle what you need.

Another suggestion would be to get a Phenom x4 to boost encoding speeds.

Finally, I would also suggest choosing a quality, high efficiency PSU. I can't speak of the reliability of Chieftec, but if the machine is going to be running 24/7 a rock solid PSU is a must. You will be raging for weeks if a cheap PSU dies and takes down a 10+ TB RAID array and you lose all the data on it.

was unshure about the graphic card so i will delete that permanently form the plans, thanks

would PHENOM II X4 955 work?

the psu i hadnt tought that much about, im glad that you pointed that out

You don't really need much more than that dual core just for storing files.
Also, 8 2 TB drives in RAID 5 will net you roughly ~13.1 TB of usable space.

I'd use a board that has an onboard graphics card.
You'll be advantaged by a little less power consumption.
