i3 540 to 4.0-4.2 done quick.

I'm finish a computer, the man whos getting it wants it to 4.0-4.2 GHz but he wants it tonight.

The problem is, usually I'd test it for 4-8Hrs in IBT, but he really wants to right away so I'm thinking what volts would be "guaranteed" to work.

I had this core running @ 4.5 GHz so I know he will handle it.

Isn't 4.2 GHz w/o HT @ 1.3v "safe" to work?

What's the VID of the core? My stock volts are 1.26 and i can do 4.2 HT on at 1.33v.

Yes.

There's no such thing as safe to work or a guaranteed voltage. Even if you hit the right vcore, something else could be off. Tell him you either need time to do it right or you'll have to give it to him at stock speed.
Finally an update

Don't quite know how to find the VID, run the core in IBT @ stock volts?

So far it has ran 1hrs of IBT @ 4.1GHz 1.32v, lets hope it will work.

He doesnt mind if it crashes, he's willing to take his chance.

wow he sounds like a pain in the you know what to work with. i myself would either set it at stock or tell him to wait until i would properly test it.
