1.6v 24/7 should not be a problem under water for 24/7
48c seems high for watercooling, try reseating the block use the dot in the middle technique when applying thermal paste. Spreading tends to leave air bubbles unless you seat your block/heatsink from an angle and as far as I know even that is not proven to remove all air bubbles. If this doesn't drop temps you should lap the CPU, mine had two concave dimples above the AMD logo where thermal paste loved to linger not all heat spreaders are perfectly flat.
Well I do appreciate the advice, but if you'll read a little lower in my sig, both the cpu and cpu block are lapped. I JUST reseated this block with a rice grain, and you have to remember.... 1. I live in Florida 2. There is a 6870 in my loop 3. I'm running a 965 at 4.35ghz, which what a surprise, makes a ton of heat. 4. This chip is hotter than some others, but oc's better than most others. But thanks none the less, your intensions were good I'm sure.
