Oh. So it doesn't store it locally. But stores it where? Googles Servers? Greatttttttt. That's even better. One of the biggest names in online Ads is holding your session.
Run in Incognito and start searching around on Google etc and see if you don't get related Ads.
But seriously...what is the difference? If you are that irrate about google then how about the difference between Firefox's Private Browsing and Do Not Track? Who does it prevent from tracking you really?
EDIT: Reading the article a second time gave me no insight to who they are stopping from tracking you other then preventing potential target ads....which most of us don't worry about because we use ad blockers....just seems like a misleading cause to be honest..."Do Not Track" is more like, "Hide from target ads".
