I can hit 4.4 with an H70 with load temps at ~80s, just sayin.
Anyway, OP, it sounds like you've never did any kind of overclocking at all before. "CPU level up," is an ASUS mobo thing where it attempts to do some OC'ing for you, that's not something you should be using or have enabled if you plan to reach anywhere near 4.5GHz.
Granted, I don't think it's wise to try and push it that far with a cooler like the H70. It's a great cooler, don't get me wrong, but it's not going to give you the temperatures than an actual double or triple rad loop will. How about 4.2? That sounds like a good number
. The good thing is, you can easily hit 4.2 with an H70, assuming you don't have sauna-like ambients.
