how can you make a fan controller that has a temperature sensor on it. and it tell the fans to speed up one fan at a time. so if one fan is a 100% the other fan start at 10% and gos up 10% at a time. entill the temperature stop going up. and controller 16 fans at a time 3 fans are all was on.

You might check into the mcubed bigNG and some of the other programmable fan controllers. I doubt they can do exactly what you're asking, but probably close enough...
