Having tested multiple mice, im posetive its not the mouse, its general input lag.

As soon as the OC software is installed, it begins. the software MUST be changing some sort of value or setting that does not "go back" if you uninstall it.

But its not a big deal.. ill buy a new motherboard, cpu and ram in a few months... hope it'll go away then
