Stupid theory about CPU cooling

Today one of my friends (I've also mentioned his theories in my previous thread about HDD's) came up with another theory which I think is complete nuts, hopefully I'm right?

The theory goes that a CPU (or therefore any type of computer chip) will work measurably faster if it's temperature is lower while it's clockspeed, voltage and bus remain at the same values. So, for example a Core i7 920 @ 3Ghz, would be measurable faster at 30C, than it would be at 60C. Does this make any sense at ALL!? Anything I said to the friend he just disregarded and said I (lol) was nuts, and that I had zero knowledge of electronics and how they work :/

If anything, the only thing it would do would be run more efficiently and save power, give me a sec to edit this post with some cool math though.

Nope, sorry, he's nuts. There are many, many factors that could cause minute fluctuations in electronics, but the only real difference in lower temperature is going to be better/easier heat dissipation (ie lower room temp, lower proc temp)

LOL I know the type!!!
Just the other day, me and a guy were talking about exhaust systems. So he tells me how much better his V6 Mustang would sound than my V8 6L 2500HD truck (yea, I know) if he could only find an "Axleback" exhaust system... o.0

So I bless him with a little knowledge and tell him "axle back" is usually anything from your cars axle towards back bumper and it not a brand name. He tells me I'm wrong and states "Axleback" is the best exhaust system you can possibly get ! -true story bro

Well really it depends.
One computer I worked on had a Bios setting that decreased the processor's speed the closer it got to it's threshold temperature. (The 5970 also does this)
