MediaCoder.
Converts anything to anything, absolutely free.
If you mean an individual codec, use x264 (efficient h.264 encoding); it comes with MediaCoder as an encoding option.

most likely. it takes advantage of CUDA

what kind of encoding are we talking about? i rip my own dvd's and blurays and use MeGUI to encode them down to xvid. depending on the quality will depend on the speed. Normally I like to do a 2 pass but it does vary. It also take advantage of all threads and can be set via settings or scripts.

i have learned a lot from a site called DOOM9, maybe check the out.
