CPU Fan Grinding at Certain RPM

I'm having quite a strange issue with my CPU fan. It seems that whenever I turn up the three GPU fans on my video card, the CPU fan RPM increases alongside them.

Now, I disabled everything I possibly could in order to keep the CPU fan at its maximum (Smartfan, Cool-n-Quiet), and it runs at about 3500 RPM (is this too low?). However, when I set my video card fans to 100%, this value increases to as high as 5500 RPM. At around 5150 RPM, the CPU fan makes this weird grinding sound and I'm not really sure why...

I have no idea why the fan speed of the CPU fan increases (can't be awesome circulation, can it? ) or why the CPU fan doesn't constantly make a grinding sound, but only at around 5150 RPM.

Any help would be appreciated.

Edit: Also, not quite sure what size fan the stock cooler has, but I'm thinking of just buying a new fan and hoping it doesn't have the same problem, so if anyone knows, that'd be great.

Seems the stock fan just has defects... Guess I'll be replacing it soon.
