Right click on the flash video, configure, disable hardware acceleration. Restart the browser, you are done.
ATI have a profile for Flash hardware accelerated that overrides all the 3d profiles.

There was a thread I read a long time ago from blues.. It basically said... ATI video cards cannot operate on multiple freq's for different monitors... Meaning if one is at 60Hz(60 fps) with v sync enabled the other has to be that way also... So what is happening is Your second monitor being on a Desktop view (30 fps windows capped) when being utilized is automatically capping wow at 30fps max. If the second monitor you have has a lower max freq it will lower it further(this part gets really confusing I'm not even going to attempt to explain it..) Then you get bumped down to half of that to make v sync work right... I ran into this issue when I used to watch DVD's and play wow a the same time.. Only true fix is to get a second video card for your other monitor.. If you just use it for web browsing video playing etc a cheap one will suffice. Sorry if this is all confusing the thread is gone now since wow changed websites... It had a better explanation...

If you lose FOCUS on the wow screen it will drop to 30 fps, but if you load a video and go to wow back again, wow should run at full FPS. His problem is that ATI CCC is setting a low power 3d profile for FLASH, overriding the full power profile of WoW. It's all the hardware acceleration of flash

The way it was put in the blue post was it had to do with the different freq's because it did it when I watch DVD's or do anything that required any kind of load on a desktop window.... Nothing to do with flash.. Let me dig further and try to find another post on this issue...

Make sure you card is not switching to a 2D profile with YT active. Download GPU-Z and look.

It's amazing how many people don't know how to fix this.
Right click on youtube video, go to settings, uncheck hardware acceleration, restart PC.

Done.

Now you can jam Youtube without sacrificing WoW FPS!
