Can I get to 3.75GHz with XMS3 DDR3 1333MHz Memory? Check my system below for all the parts.

Possibly, but you're looking at a possible hold back since it technically is generic memory (asusming your kit runs at 1333 9-9-9-24 1.5V) and is not meant to overclock far.

Would I be able to get to 3.7GHz on the cpu if I tried to keep my RAM speeds close to stock?

yes you can .... you can drop multiplier in bios and keep it near stock . But I'm pretty sure for 4ghz, you have to over to 1600mhz ( No more multi drop)
