I did it this way when I used to have watercooling. It was safer to me.

Because it's more convenient and there's no reason why not to. If your loop does leak, as long as the components are't on when they get wet they should be fine. Just make sure to dry them off 100% before attempting to run them.
Personally, I installed all of my components, then my watercooling and then skipped leak testing altogether and just booted it up!
I felt confident that I hadn't made any mistakes and thus I was fine to turn it on in that state.
Either way is fine though, do whatever makes you feel safe
