Okay, last question. What temps are safe to be running on a regular basis? Am I okay at high 40's right now for extended periods of time? Or should I look into better cooling?

Those temps are more than fine, nothing to worry about.

No, to be honest if you want a new build I would look at getting a new CPU and motherboard; either go with AM3 (Phenom II X4) or Sandy Bridge (i5 or i7).

And those temps are pretty good, I was getting about 50C load on my E6400 at the same clock as you, and using stock volts

Probably no need to worry unless you're going above about 65 for extended periods.
