Power control now in CCC?

I installed the latest drivers for the 6950 I bought and I noticed that there is a power setting. It doesn't say voltage and the numbers don't really correlate to anything specific.

Does anyone know what this does? Is this like a voltage control that enables a higher overclock?

Also, why does CCC limit the max core to 840Mhz? Seems really low. I realize I can use third party stuff, but usually AMD will give you more headroom to play with in the driver.

If you start to overclock but you see lower fps, you need to increase the power limit so it stops the card from clocking down. I put it to 10% when i OC'ed my card and my fps increased by 2-3 and the card ran at full speed rather than hitting the power limit forcing it to clock down.
