I know how to manually edit an htaccess file, but for a client who isn't very tech-savvy, what's the best way for them to manage users/passwords for free?

If their host has cPanel available, they can set up passworded directories from the panel. It's pretty simple and easy.

At the same time, I personally think that non-techy people should let the geeks handle this stuff. Otherwise they are likely to be calling you with bigger issues when they mess it up.
