Thermal throttling Q9650

Hi Guys,

you are a really nice source when questions arising during my OC but I have here something where I could not find any real answer.
Here the story.
My machine is being used for video editing and that is in times of HD a resource killer. For three years I was running on a E6850 on an Asus P5K board OCed to 3.71 very stable and nice but this week I took the plunge and bought a Q9650 since it's giving me more at the same stock clock and I was hoping to get it also as easy OCed like my E6850.

Sytem specs are:

Q9650 on P5K, Zalman Resorator 1V2, 6GB OCZ RAM 1066, Graphics are GeFroce 8800GTS or GTX and additionally a GTS7200 for my third monitor, PS is Antec 850W, a lot of hard drives and the P5Ks RAID as striped 0.

OC specs:

4x420, Vcore is set to 1.35. I can see a Vdrop under load to 1.2 or sometimes 1.19. Idle is Vcore 1.3 - Huge Vdrop from the P5K

For testing I'm using IntelBurnTest V2.5 and the numbers as of the results are all fine but I figured out that the CPU is doing kind of throttling during the runs since the result values are stable but the time is different. It starts out that I can run several Standard Tests before this happens and than it is doing randomly. I monitor with CoreTemp and also CPU-Z the clock.
At first I thought it's Win7 that is giving other services/programs priority but I have Search and all the useless hogs off. When I run a render job in Sony Vegas Pro in parallel this throttling is not so often and it comes much later.
What I can also see is that the clock starts to go up and down by maybe 1 to 3 MHz before it happens and than the CPU is throttling down from divider 9 to 6. It is also doing that when C1E and Spread Spectrum is disabled.
Temperatures according to CoreTemp with Tjmax @100°C is around 63°C, spiking to 70 somtimes. Idle temps depending on how often and long I was running tests are between 20°C and, the later the evening, 35 to 40 when the cooler water is warmed up

Things that I wanna do before I continue is the pencil mod on my board. I also want to recheck the amount of thermal paste which I added up after I thought I have maybe not enough but I think I can minimize that a little bit more.

Any input in regard to the throttling from you guys?

Not sure with intel rig but are there some kind of cool`n quite kicking in? Have U also checked if U have set yr windows in performance mode?

Might be way of since I dont have any knowledge about intel rigs. But hey Im trying @ least

it's rare but it could be the board that can't deliver enough power and it's the motherboard that is throttling not the CPU.

Disable EIST, or edit high performance plan processor power management
cause high performance plan scales CPU multiplier.
It's not supposed to according to MS

Is that the part under Win7 Power Advanced Settings. Something with Minimum and Maximum Processor State? I have there still the same values in which came with Win7. HDDs and Graphics is On all the time.
Win7 is pretty new for me, I have just three days and still learn to forget XP.

Ok, found the solution. It was Win7 and the performance plan. Set minimum and maximum to 100 it works through with full 9er devider.

Ooh, I forgot, I did also the pencil mod on my board and the vdrop is much better and vdroop is just a trickle. Will play around with it in the next few weeks to see how much is really enough. I had to do it twice with roughly 5 to 7 strokes over the cap with a 2HB pencil. Easy fix.

I did a pencil on mod a similar board (P5N-E SLI) and it helped a lot
