Cool and Quiet keeps your idle power consumption low. Disabling it allows you to reach a higher OC. I don't know what C1E is.

cool n quiet is a power saving feature that throttles the cpu (usually to ~800mhz/core) during idle... tends to mess with high overclocks so most people disable it to improve stability

what did you test with to deem your 4ghz stable? what were your load temps? i dont think you can do 4ghz stable with Auto cpu voltage.. use prime95 for stability tests or OCCT/IBT for quicker test

you need to take your voltages off Auto... for 4ghz, try 1.45v CPU Voltage (stress test & bump it up if unstable, most thubans on air need 1.45v-1.5v for 4ghz) and set your cpu/nb freq to 14x (2800mhz) and cpu-nb voltage to 1.35v-1.4v

you'll need more voltage on the cpu to get up over 4ghz. you can either just up the multi or you can up the fsb/nb. mobo oc'ing is more difficult and takes more time and patience as there are more variables being manipulated.

el gappo's guide is a good tutorial on thuban overclocking.

I have got it running at 4.2GHz. Would anyone be able to recommend what setting to get it to run stable at 4.4GHz?

4.4 might need water or a better cooler atleast.

What are your load temps?

i would be very impressed if you could get 4.4 on air. i can get 4.4 on water but its not stable. the highest i can pass prime is 4.3 on water and the highest i can fold is 4.25... watch those temps and voltage in cpuid hardware monitor. i've found my cpu gets as much as .5 extra volts under load... so at a bios setting of 1.48, during a prime test my cpu v can get as high as 1.53.
