Best drivers are the latest drivers, but any 10.1x will do you just fine
Best upgrade would be HD5970 I believe. 69xx perform poorer than 59xx, however I don't know about CF scaling. 69xx could be better choice if scales better.

Fill in please your system details, it would make it a lot easier for us to give you relevant info

Wait, have you read any of the 6900 series reviews? The 6970 performs right up there with the 5970 and trades blows with most games. Where the 5970 starts to choke in memory intensive situations (high resolutions and max settings) the 6970 edges it out due to the extra VRAM. From the reviews, 6800 and 6900 series cards also scale incredibly well in Crossfire, (right up there with Nvidia scaling ) which gives them a large lead over the 5970. So well, in fact, AMD is FINALLY looking to hand down the scaling optimizations to the 5800 series of cards in a future driver release.

In any case, to answer the OP's question, the best set of drivers is going to be the latest set with the latest CAP in order to insure that you have the most up to date fixes/optimizations. If those do not work for you, unfortunately, you may need to experiment with the older 10.4 and 10.5a drivers as they seem to be the most stable with regards to Crossfire setups.
