Totally stable, and at stock voltage. Is it safe to raise the voltage to get more out of it?

Yea it's pretty safe, but since it's a fairly expensive card I wouldn't go over 1.1v (you can flash the bios to go over that)

Yes, it's common for the Fermi series to release high pitched sounds.
