CPU speed wont read properly

I tryed Aida64 (new Everest) to see if my overclock is legit and it says its at 1.6 Ghz and quickly flickers to 2.93 Ghz (stock levels) sometimes, I also tryed CPU-Z and it does the same. I found this odd because my BIOS says its at 3.6 GHZ which is the overclocked speed the programs should be displaying. Should I trust my BIOS or the programs?

This is caused by a couple of power-saving options (which means this is normal behavior). One is Intel Speedstep (or Enhanced Intel Speedstep Technology, or "EIST"), and the other is C1E Enhanced Halt State.

If you can find these options in your BIOS, then disable them to prevent this automatic downclocking. But they might have slightly different variations on these names.
