Just came across it in bios, is it good or bad for OC'ing?
Its a power saving feature. turn it off.

Kill it, kill it with fire. It can hurt your overclock or make it unstable in some cases.

x2

Some people dont realize this. Its also the reason why my ATI drivers would crash when I would overclock my card. Instead of jumping on the crappy drivers bandwagon i took the time to find out that it was user error and run my 5870 at 975/1300 every time i play a video game with no hiccups.

Nope, that should cover the power saving features. If you find the cpu getting overly warm during idle, you can always turn these features back on.

im getting 28c during idle on stock cooler in a 23 ambient

Ahh, you still have the stock cooler? I wouldn't be overclocking on those stock AMD coolers, it's not worth replacing your CPU... especially at Umart (over)prices
