Not that I've ever heard of.. you can try removing startup programs. Start> msconfig > enter > startup tab > select what you'd like. I've also had some mild success in ctrl alt del and setting the priority of programs I am using to high. These are all just really methods to increase system response, not necessarily HDD speed though.

Short stroking will make its access time look better in benchmarks and limit the overall access time, although your typical use access times will be the same, at least in the portion of the disc that you've short stroked to.

I say run more amps to it. Kind of a Tim the Toolman thing, MORE POWER! Your hard drive will probably go up in smoke, but it should spin a bit faster for that 30 seconds before it explodes.
