Update:

After quite a while since was mostly busy with uni and work...

Turns out GPU works fine on friends computer with stock cooler on, tested with furmark for 10 mins and everything looked great...
So I went back home and installed the water block back on the GTX470 and put it in the first slot while the other gpu is on bottom slot, turned on everything and again no picture what so ever... connected it to the good gpu on the bottom and viola... saw the windows login scren.
I thought it could be the PSU so I straight away exchanged cables with the good gpu and yet no picture while trying to boot with only the "bad" gpu (also had a long beep which straight away means motherboard does not detect any gpu's).
I also tried swapping slots to eliminate the possibility of a dead PCI-E port.

Then while googling around about possibilities for the cause I saw a thread about the bracket which comes with the Ek block giving a short circuit to the GPU and not allowing it to boot, thinking that might be problem I've also tried removing the metal bracket yet still didn't boot.

Any ideas?

When you turn on the GTX 470 on the top to go into windows, does it detect the no signal one?
If not, it is probaly that bracket. (My guess, I don't watercool)

evga changed thier warranty ? they used to say they didnt care about aftermarket heatsinks as long as you have no physical dammage.
