The only bios settings I changed under the cpu config was:
Cpu features disabled: Intel c-state, C1E support, Overspeed protection, Hyperthreading
I forced multiplier of 21x and bus of 200mhz
I forced my ram to use its rated speed, 1600mhz.
But to get this system to boot, I had to force the RAM to 1.65v. AUTO didn't give memory correct voltages, and caused the system to post only sometimes.
The last and most important step, I changed both low vdroops to ON.
The last step was the most important, I played around for hours with qpi and core voltage, and pll, and no combination worked well.
Then I just set AUTO on all voltages cept RAM and then I set both low vdroops ON. Bam, I was running cool at 4.20 ghz.
However, I do have watercooling.
