I noticed this earlier and think that this shows the poll is fake.

Go to the poll results page ("http://www.runescape.com/c=EtrbYnaHrf8/referendum/vote") and right click->View Page Source. Scroll down the code until you find the iframe for the poll results ("http://services.runescape.com/m=poll/c=EtrbYnaHrf8/wildy/vote.ws"). If you click on the page of the iframe (the last link mentioned) you see this:
Code:
<div id="resultPanel">
<div class="graph">
<div class="bar" id="yes" style="width: 618px;"><span>90%</span></div>
<div class="bar" id="no" style="width: 54px;"><span>8%</span></div>
<div class="bar" id="indifferent" style="width: 13px;"><span>2%</span</div>
</div>
</div>

It looks like the "results" page is set to display these constant values rather than check a database. It's probably why the results have been exactly the same for the past few days.

Then again, further down the page is another constant value for the number of people who have voted, and this keeps increasing if you refresh your page.

I don't think so. It is probably a generated page. For example the list of recent voters is also just plain HTML too, they have a script to generate this page with new information each time. (just like forums, they have information in a database which is then turned into an HTML page)

Lol that doesn't mean anything. All it shows is the HTML, of course it is controlled by PHP.

My point was that the numbers haven't changed at all for the whole time I've been following it (three days).

Of course the page is PHP, but it seems a lot more probable that the poll results would fluctuate even a little bit. They don't seem to be being updated, as in they aren't actually tallying things.
