If you do that it will always run hotter & the hotter it gets, the less stable it will be & it won't OC as well either.
I have excellent airflow through my case & this also helps to keep everything cool.
I also did a little modification by adding an additional 80mm fan in back of the graphics card to pull the heat exhausted out the back away faster & control it using Speedfan. So as the temps of the card go up so does the speed of the 80mm exhaust fan.

As for your first question of what did my 8800GTS idle at?
45-52c depending on the ambient room temps.

For your second question, does the highflow bracket snap on? NO!
You have to remove the screws holding the stock bracket on the back & put them back in using the custom highflow bracket.
Its easy to do...

Personally I think the GTX 580 would be pushing your PSU limits.
I ALWAYS use a PSU that has more power than I need to make sure that I always have plenty of power when needed such as the 800w CM Silent Pro Gold I use that has a 90% efficiency rating with 98A on a single rail.

"Would my E8400 hold back a 470GTX to perform at it's full potential?"

Looks like your system's specs are pretty close to mine & I haven't found my E8400 (at 4GHz-3DMark benches below) to be any kind of bottle neck on any games at all with the exception of COD-Black Ops which seems to be a problem even for quad core CPU's in the fastest systems because of the poor game engine design...
It might help a bit if you were to go ahead & increase your CPU speed to 4GHz though as the E8400 does this easily enough.
What's your VCore for your E8400?

All of my voltage settings are listed below in the Everest bios pic below, but it shows up in CPU-Z as 1.296v.
Mind you though, I'm running a E0 revision & not a C0 that requires more voltage for the same clock speeds.
