Edit: what about summer time?
I just have my rad bolted to my window ledge and route the tubing through my closed window. It only gets cold next to my window on the windiest of day.

In the summertime I still keep it outside. It's good because it keeps the heatdump outside of my room

Yeah but is it in direct sun contact? Or is it in the shade.

I actually kept a sheet of galvanized steel on top of it to protect it from rain. You thinking that would absorb a notable amount of thermal energy from sunlight? I never really even thought about it until you said something.

I would get a 1/10 or a 1/5 then, I could do a graphics card with my current 1 but I don't want to cause it drops temps really fast and I think stock GPU coolers are fine, but then again I don't overclock GPUs.
