Ive ran into this a few times. You just gotta rewire the front pannel. Get on it with a volt meter and see which ones make a circuit when you push the power button. Your best bet is to just buy a $20 case on newegg like this one that I like a lot

you can jump the power pins on the mobo with a screwdriver for now if you want..... it wont hurt anything

So,
For now everytime I start it, it'll be safe to just leave out the cable entirely, and just jump it with a flathead?
I wouldn't mind doing that, but I don't fully understand how that's supposed to be done safely though.

My dad's comp just burnt out, and I was going to replace the mobo and cpu in it with the one I just took out of my comp, so maybe I'll be able to switch cases... given that the front panels

Also, I wouldn't mind cutting all the wires off, and reconnecting them individually (wrap in elec tape) But as far as I can see they're not labeled... and the whole test-run voltmeter process is going a little to far for me.

You just touch the screwdriver to the power switch leads for a split second and the computer should turn on; make sure not to touch anything else in the case. Close the side panel after finishing if you wish.

How risky would testing out one or two forms of the cable on the port be?
Inferencing which wires are which, I've got two separate wires leading to the power button area, and they're eaching touching a power lead. Not 100% sure, but I'd like to try, if it's safe.

Probably not. As I said I've plugged in power connectors wrong a lot of times before and have not made a mistake... but sometimes the results are bad; someone here plugged a case in the wrong way and it caught fire. By two separate wires leading to the power button area, do you mean a custom wire/switch setup? That might work actually.
