At least my CPU fan is too slow at idle to be heard when the GPU cooler is running. Maybe yours is running full tilt at most times?

Anyway, as said, SpeedFan is a nice program. I love it and with the newer versions it bumps up in increments of 10% when the CPU gets hot to give a more smooth change (instead of sudden 100%). Noticed it the instant I got it, so I guess it makes a difference

I visibly see my CPU fan stop. Believe it or not, some cases have see-through viewing panels

I'm not an idiot, I'm just not used to having my case in a place where I can see the fan turn off (my case is on my left, meaning I can't see the cooler).

Exactly!

Anyways, for some reason speedfan will not let me lower my fan speed. Neither will AMD overdrive. I can see the PWM % lowering in HWmonitor, but the fan RPMs never drop. Oh well, not really important - the fan is no longer dropping to 0 rpm, so I don't really care.

Disable fan control in BIOS. The BIOS overrides SpeedFan.

In my bios i set it to be at 37.5 % all the time but when it hits something like 40 c it will spin up , if it doesn't help it will max it out to 5000 RPM so yeah right now about 27 C
And my friend patched the GPU bios not to do anything until it hits 60 C it's funny when i am gaming my computer sounds like its breathing ,its quite funny

Why would I remount the cooler to solve an issue related to the fan :S
Unless you mean remount the fan to my heatsink. If so, no I have not, as I see really no need to. If the fan is going bad, I've got enough airflow going through my case to keep the cpu passively cooled until I wake up notice that the fan's not spinning. Then I will use one of my dozen or two case fans and zip tie it to the heatsink
