it's normal, i think it's due to the pressure applied to the center of the IHS,
that's why you get a lil wobbleness, but my is fine, if the wobbleness concerns you, they did suggested to loosen more pressure, and you will be fine

After reading so many posts on the VX, I came to the same conclusion as the above. If you want a sturdy mount, back off on the pressure applied by that center bolt. The more you tighten it, the more the contact pressure passes through the center point. It becomes like the jewel bearing of a Swiss watch, and it will rotate.

Base probably isn't flat in the first place.

I find this trend of intentionally convex bases to be disturbing. The outside cores are 10C warmer than the inner most cores on my 970 because the cooler base on my NH-14D isn't flat. My Cogage Arrow (same core heatsink as a silver arrow) was even worse.

Try lapping the heatsink.

i have a lapped i7-920 under my sa, and the cooler is tight, it doesn't wiggle at all.

i'm thinking that some types of cpu paste aren't very flexible; they take a set and they shouldn't be disturbed after that.

Take off some pressure from the central bolt, just keep it finger tight and it'll not wiggle.

I had the same thing happen and found out that if you tighten it too much it will actually become loose. I then took the pressure vault bracket off and restart over. When you screw down the screws there is already some pressure on it and when you tighten the center bolt it will apply even more pressure but you must stop (about a 1\4 of a turn only) before it "pops" threw and becomes loose again. I think this is a safety feature.
