Because they sell the console cheap so that they can sell the games expensive, man. It's like buying a printer. They're cheap cause you're gonna have to pay for the ink in order to make it work. Ink is expensive. That's how they justify selling printers/consoles cheap.

Selling PC games at $60€ is ridiculous. They're trying to compensate for the people that isn't going to buy it MOSTLY because of the price, and this leads to people buying less games and downloading more. People on consoles can't play without paying so easily, so they can charge an insulting $70€ and people are still gonna buy it.

As for developing costs, you can always launch betas or demos if you don't have the money for the sooo expensive hardware, lol. I bet this was Treyarch's problem, a billionaire company and laughing their butts about it... oh yeah, they had no choice but to sell Blops for 70 bucks. Sure.
