CPU Temperatures?

Well first off, this is my first build before this I've never really done that much with computer parts. In HWMonitor my CPU temps are in the low 20s Celcius
is that normal or is HWMonitor not reading it right? RealTemp doesn't work with my Athlon II X4 640. Everything else on HWMonitor seems to be right, I guess.
HDDs are 35 GPU is 40 mobo has two temps both are 33/34. also the CPU isnt just idle withot anything running, I'm copying alot of files and downloading things and surfing the web. ALSO there is no case to the computer, it is sitting on my desk next to me(the case ship was delayed it was supposed to come with computer). Its about 73 in my house but seems a bit hotter in my room.

That def seems wrong for stock cooling.

Try coretemp perhaps

check the temp in bios
if it still says ~15 below ambient the thermometer is bad or not calibrated correctly

It may be right, it does however seem a little low. I am pretty convinced that the activity you described is just above idle for a quad core processor. My 640 sits at 13c-18c when I am surfing listening to music and doing a little artwork. That's what I am doing now at least.

Did you by chance buy your pc at Microcenter for $135.98?

Core temp wont lie to you too much and a Hyper 212+ for a few pennies will be more than sufficient for cooling this chip. I wonder if your chipset will OC the 640 better than mine or better than the Asus Evo series.

Regardless, Here is a thread for basic OC theory when it comes to AMD cpu's. It was written for the AM2 platform but still applies except the HT and NB Freq reference speeds are 2000 as opposed to 1000.
