You won't see that because you're deleting the C:\\NVIDIA folder.

So, perform these steps verbatim and it should go smoothly. After that, we'll see if the behavior changes at all. I mean who knows? This might be the solution since this is a fresh clean start.

Edit: Actually, since you're using Windows 7, do this too:
  1. Open the Start menu and type change device installation settings and press Enter (you'll be able to press Enter as soon as it's the first search result
  2. Choose "No, let me choose what to do"
  3. After that, choose "Never install driver software from Windows Update"
  4. For kicks, enable "Replace generic device icons with enhanced icons"
  5. Click Save Changes

Yeah, I already had that disabled but Windows installs it anyway. I always delete the NVIDIA folder when I install new drivers as well.

That setting is only for Windows Update. It means that Windows Update will never offer any drivers for anything. It means that it'll always look like Microsoft never offers driver updates through Windows Update.

Anyway, I perform all of the steps I listed above regarding Driver Sweeper every single time I install a driver, and I never see a driver get automatically installed by Windows 7.
