General question about case fans

I'm getting ready to buy some quiet case fans for my new computer build, but one thing i'm wondering is... When manufacturers display the specs for the case fan like Example: Size: 120mm, Airflow: 53 CFM,Speed: 1200 RPM, Noise: 20 dBA...

How/where am I supposed to have the fans connected, to actually gets these specifications?

The specs they list are, unless otherwise indicated, for when you run them at full speed/voltage.

There are a few variations to this rule, but that is when you see fans that say they do 70cfm at 19db.

It looks to me like the reason why that fan pushes 70 cfm at 19 dBA, is because the fan is spinning at 2000 rpm. I don't doubt that the fan is quiet, but I have a hard time believe that the blades are spinning at 2000 rpm and its only 19 dBA, but thats just me

that is what im saying, the fan can do that much CFM, but not at that db rating. they are pretty loud.

I never believe specs from companies selling to consumers like us. I believe specs from companies selling to other companies, since their customers can check the fans' performance.
