Whoa. 64 processes is a lot. And 43% of your memory is being used to too.

Is it slower than the previous build? I mean, is it noticeably slower than it has ever been with these new parts?

You need a reformat badly. Even though you're not using much of your CPU according to the task manager, you're running many (visible) processes and using up almost half of your RAM. You also have some processes in there that I haven't seen before. Try running a virus scan as well.

you might have a failing hard drive too, thats what I just got over. Try running the short DST and long DST tests from the seagate HDD self check tool: http://www.seagate.com/www/en-us/sup...loads/seatools

my HDD failed both short and long DST and then failed to boot into windows. Prior to that however, I would get EXTREMELY long load times for simple tasks (like opening a folder or an internet browser) and it seemed to lock up my computer for maybe 10-15 seconds even though the CPU and RAM wasn't under any load at all. Switched it out with a new samsung f3 and its back to normal.

Set your tRFC to 88 and and your CR to 1T in your BIOS. Better yet, manually configure your RAM to get the ratio to potentially 1:1. Also, make sure your RAM doesn't go over 1.65v.

On a side note, this would not explain why your system feels slow in basic tasks.

Your going to have to give more information than that. When/where do you experience the most performance issues? Virus checks/defrags and basic stuff like seem to be the issue.

Don't worry too much about Windows 7's rating system. It's biased against mechanical drives
Also physics are biased against mechanical drives... heads can only move so fast... slower then the speed of electricity.

(it's no wonder all mechanical drives sit at 5.9)

I really don't think that "slow" RAM would be visibly or perceptibly slow...
