Need some help Overclocking my i7 930!

So i was out of the country for a while, and now that i am home, i get to play with my computer i bought about 2 weeks before i left town.

Any help or suggestions would be very well appreciated and REP plus awarded.

I am trying to get my rig to run stable at 4.0ghz.
Is there anything i am missing?

Here is what i am dealing with currently.
1. My voltage in windows is not close to my voltage in bios. I set voltage to 1.35 in bios and its 1.38 in windows.

2. Should i set my cpu clock ratio to 22 or 20? With 20 i get 200x20 (4.0ghz) and 1600 memory (perfect) But on the 775 chips, the higher you set the multi, the easier it was on the heat ect.

With 20 multi and 1.35v
