FPS In WoW

So I know i'm new and everything but if you guys could help me out it would be very much appreciated!

So I have
Intel Core i3 550 @ 3.20Ghz
4gb of PC10600 ddr3(just ordered 2 more gbs which should be in tomorrow)
EVGA P55 Motherboard
EVGA GeForce GTX 465

Alright i basically just built this whole computer myself and bought everything brand new, except for the video card which ive had for a few months. My FPS in WoW seems to be very very low to me. I get 30-40? ish and sometimes on my old computer(which was worse then this one) Id get 100+. Im not sure what I could fix or what I should do.. I tried overclocking my cpu in this BIOS but I dont know much about it and when i tried following some settings i read in another forum..well it didnt really help. I couldnt get my Computer to boot up. It turned on for a few seconds and shut off. Heat Is not a problem, I have 6 case fans and a SpinQ cpu fan. I was hoping you guys could help me with overclocking this or tell me what you think my problem is.

It all depends on the area you are in in wow. If you're hanging out in Dalaran, any machine is going to drop to 30-40 fps. On your own in a desert with no NPCs? FPS through the roof.

Well what settings are you trying to run in game? some settings are hard to run and offer little benefit so depending what you have on now you could lower certain things and see a gain

Actually dalran is a ghost town now.... Fps in wow is more reliant on Internet connection...

Edit: are you playing in windowed mode

what settings are you running it at? Shadows is one of the BIGGEST killers for FPS, i turn ALL my setting to max and reduce water and reduce shadows (to its lowest) and i get nearly 60fps everywhere it some times drops during big graphically fights and raids and some times in SW if its busy but thats only to around 50-55 and then its back up to 60constant

I just now changed it to how ArmageddonAsh said, dropped my fps by about 10. I'm at about 20 give or take a bit

Urm, on lowest settings and you were getting 30-40fps? where exactly was that places with lots of people like the new areas or near alliance/horde capital cities will see drops in fps due to the amount of people there.

how about trying everything on medium with low shadows and low water? what are your other settings like resolution and such?

Well the settings don't seem to be the issue, can you fill out your system so we know the hardware your running?
