my resoultion on wow and my nivida settings is 1440x900. thats what my monitor reccomends. fullscreen. 60hz refresh rate. i have vert sync enabled and multisampling is at 1x

Just filled out a bit of it, I have 1440x900 Resolution. Fullscreened. Mulitsampling is 1x. Refresh rate is 60Hz. Vert Sync is enabled

hmmm you shouldn't be having problems at that res, your rig looks good. so possibly your internet is slow?

I believe that some of the GF100 cards were turning back down to 2D clocks because WoW is the opposite of demanding and the video card thinks it is idling.

run a game like Me2 in the background

Not doubting, I haven't experienced that issue..

Op: Just click on recommended settings and be done with it. Theres nothing visually wowing with the setting on Good-Ultra.

You were probably running on dx9 on your old rig. Now you are running DX11. Its a massive frame rate difference in WOW, but its not really to noticeable one to your eyes.

You can force WOW back to dx9 if you want to.

That's far from the point... The op has a good system and shouldn't be bottlenecked on wow... My guess would be Internet though

Hmm, I play WOW with my rig (below) with everything maxed@1440x900(4xAA) and I rarely go below 50FPS at any point.
Have you set the Nvidia control panel power managment to run WOW.exe with prefer maximum performance?
Are you using the Proper Nvidia drivers? (Not standard Windows one's)
Apart from that, I'm stuck.
