If you want to actually build the loop, the Rasa kits are pretty popular and very effective. As a easy-install, low-maintenance option, probably the H50/H70, the Thermalright Silver Arrow, Noctua NH-D14, probably more options out there. If you look for reviews for the last two, you'll see other high performance options around 'em.
