Could possibly just use a Linux live cd to view and retrieve all files on the HDD and then put them on a flash drive then reinstall Windows

I'm not 100% on this but you should be able to boot into safe mode and possibly install the new mobo drivers there? (waiting for possible correction )

Well if he can get into safe mode and it's something like drivers they will automatically install. Generally though for most drivers unless you installed them manually you are already using generic drivers and should work on almost any chipset. That's the beauty of creating standard specs. Either way if he can get into safe mode he can get into regular mode, it's just figuring out what isn't running.

As for the linux livecd, yeah he can do that.

THE ONLY QUESTION THAT NEEDS TO BE ASKED IS THIS!

"Is it a DIFFERENT model Mobo?"

If it is, thats a no-no. Windows links itself to the Mobo. If you change mobos, that copy of windows wont boot with another mobo.

Solution: Try looking for a hack to unlock windows for the new board. I remember reading that people would run something to allow their copy of windows to be switched to a new computer.

If you merely swapped mobos of the same model, then you have some other problem that I can't help with lol.

*** are you smokin!? Window will boot, but it'll just show it isn't genuine/activated. So it'll give you this whole thing about you needing to activate your windows, call ms or something, blah blah blah. Even with all that you still get it to boot and display a message.

Now pass that **** to the right!
