Hmm, that's strange. I'd imagine that retail channel like MC would not have the lastest batch (assuming they sell slower than Amazon, etc). Technically you should be able to write to switch 1 on the bios... that is if the bios on the card and the bios you're writing match?
Either there's a mistake somewhere in your process or the bios on the card doesn't match the bios family you want to write to it? Maybe try comparing your pcb with the fan off versus the original pcb? They changed the voltage control, so maybe that will be a telling clue?
I'd double check your process, put all the flash files in the same folder following this post.

So case closed for me, thanks for your support as i am more of a hardware tech guy, had i been a prog guy i would have known from the start, and to conclude quickly: to succeed through CMD the 1 winflash folder on the desktop must have ALL the files in it, NOT the folder downloaded from tech-up in A created WINFLASH FOLDER.
Trial and error also helped as the command line "atiwinflash -unlockrom 0" never worked for me so i used "atiwinflash -unlock rom 0" --> unlock (space) rom (space) 0
