Okay, forget about overclocking for a minute. Have you tried unlocking the other cpu core by enableing the core unlocker in the BIOS?

Yes he is running unlock now, but i can't change the ht reference clock in the bios. Only the standard 200 will boot ever other ht ref clock it won't boot. I've tried almost everything, the only think I do is installing windows xp and give it a try. Because the errorcode 00 means something with the OS I will try this.

Okay, I'm still lost with this errorcode because I'm running my HT overclocked right now at 2.4GHz just fine in windows. I'm just wondering if it might have something to do with the onboard graphics?

Does he have a GFX card installed or are you using the onboard graphics?

A little googling says it's most likely a ram compatibility error. There's been a lot of problems with this board. Mostly with a string of buggy bios' that Asrock released for it, and hardware compatibility errors. IMO, and a lot of others, this board should be avoided.
