How does the Corsair CWCH70 work? I mean I know it's water cooling set up but do I have to chage the water or what?

no, you don't have to do anything, just install it; it's a closed loop so you're not supposed to open it nor mod it. The liquid in there is supposed to be fine for decades.
I think we can almost call it a "install and forget", just as an air cooler (but still sometimes you have to clear off the dust from the fan and the radiator).

Its all closed inside the loop. You wont have to worry about changing the water. You also do not have to worry about leaking either.

Nope, Its a closed loop cooling solution :]

Its kinda half way between air and water, but keep in mind its NOT a replacement for a high-end air cooler (NH-D14/SilverArrow) nor is it a replacement for a water cooling setup.
The water on H70 and H50 units never has to be changed.
An H70 will most likely not get you to 4.0Ghz with the most comfortable temperatures.

It does a reasonable job. i7-930 @ 4.00GHz, at prime95 load doesn't go above 70c, with ambient around 24c for me.
The stock fans on the H70 do run loud at max speed, so if noise is a concern you can run the stock fans at medium speeds(higher temps), use a fan/volt controller, or change them with something like Gentle Typhoon 14 or 15's.
Lots of reviews&comparisons out there to help you decide if you google it.

While the H70 is a lot easier to set-up initially, it gives results on par with a large high performance air cooler. For just $130 you can buy a true watercooling kit that will drop your temperatures by quite a bit more and also requires no maintenance after initial installation.

While the initial installation is more difficult the better temperatures will almost certainly be worth it.

I am thinking of water cooling so if a kit is that cheep where do I pick on up?

At either site the only other thing you need to add to your cart is a silver kill coil (to prevent algae growth). The kit comes with everything else. You also need to buy distilled water, but you can get that at your local grocery store for $1 a gallon.
