Question regarding FSB

I have a Phenom II 1090T installed on a MSI 790FX-GD70 mobo with 4GB of Kingston HyperX memory running at 1613Mhz.
My question is this:

To get the most out of my PC I did a mixed oc, I took the FSB and put it at 242 which allows me to run my memory at it's rated speed without touching the dividers, get my CPU to 4.114 Ghz with a low multiplier so that Cool 'n Quiet can still be used and so on.
The problem is that I detected yesterday that when encoding video (using ConvertXtoDVD), setting the PC at balanced mode in windows, the CPU would throttle at it's full multiplier (x17) but the FSB would decrease from 242 to 160/200 and fluctuate.

*** is that?
I never saw the FSB change from 200 to anything else when it is not Overclocked! Doing that my CPU-NB speed also dropped from 2.900 to much less and the program was only encoding around 240 frames or less per minute.

Is this by design? a Motherboard issue or a CPU issue?

Cool n quiet does not play well with high OCs. General rule of thumb, if you are OCing do not use cool n quiet, or any other hardware based energy saver.

You may want to try phenommsrtweaker it works really well.

Could it be C1E thet is causing this? Because Cool n Quiet can be disabled by just setting wihdows to High Performance and that should have solved the issue... and it didn't.
