I am really sick of manufacturers saying "It's CL7!" when its actually 7-10-10 or something.

C7 is nice, but 7-10-10 isn't. Still not bad for that frequency though.

Even on Sandy Bridge, I do believe that frequency is more important than timings? You get better performance with 1600Mhz 9-9-9-24 1T timings than you do with 1333MHz at 7-7-7-18 1T.
