Your "ping profile" do you mean your connection speed? If you want your ISP to make your ping any lower, you need to have them upgrade your connection speed. If you're on DSL you're most likely on a 3mbps connection.
The number in ping replies you see are milliseconds, and thats how long it takes for data to get from it's source to destination. 46 milliseconds is pretty good for a dsl connection.
I have never heard of an ISP or anyone having a "ping profile" with an ISP before.
Getting a super fast connection can help you with connections when gaming, but you also need to take into account what the host's connection is like, when data leaves your ISP the speed can vary from there because of how fast his ISP's connection to that host is.
