lol single channel generic RAM
lol a C3 revision Athlon II x2 only costs a few $$$ more
lol non-HD motherboard
lol why the extra fan

With $200 I would pin my hopes on Microcenter having a good deal on AthlonII + mobo, and at least get 2x2GB DDR3-1600 which can be had for really cheap nowadays anyway. (Anything less usually comes at 1. ripoff price 2. single channel 3. not the best value even if the price is fair). With that kind of budget also just get a case with an included power supply, it'd be no different than the case & power supply you've chosen and it'd be cheaper.
