Auto-fan controller and fan help

Ok I want a unit that automatically actuates my fans based on a temp sensor (water temp)

I already have in-line water temperatures all over, I want to be able to pull a value from Sensor A and have it affect the speed/voltage of FAN A

So far I think this does it:

But thing is I want it to run separate from my computer (IE no software) In case Im just chillin in BIOS or something or the program fails. Most of these I find require you plug it into PC via USB and run the software so it can control it. There was ONE that I found a while back that did this but I cant find it again


Also, the fans. I'm using strictly 140mm on my custom case

I like these for several reasons
High static pressure for radiators
decently low DB for a fan
they come sleeved black
UV Blue blades are nice looking
channeling air should help air flow effectiveness in theory

They spec out pretty good - what do you guys think?

This might be enough for you : http://www.t-balancer.com/english/produkt_tban_mini.htm . BigNG has more features and it also works without software control. Software is only needed to configure settings.
